This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Physical Requirements. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Knowledge, Skills and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. The full performance level of this vacancy is GS-12. ["Primary Care Mental Health Integration (PCMHI) program is an outpatient service. The social workers focus is on general service delivery for a wide range of concerns and problems within the primary care service setting. The primary clinical focus of visits is on assisting PACT members with identification, treatment, and management of mental health and behavioral medicine conditions faced by the patients. They report directly to the Mental Health Program Social Work Supervisor and are responsible for the supervision of the Social Work staff within the PCMHI program. - This supervisor social worker participates in walk-in/same day access services, case finding functions and outreach, identifying and screening patients for psychosocial needs. Provides outreach, identifying and screening patients for psychosocial needs. Possesses the knowledge and ability to independently implement treatment modalities, provide counseling or psychotherapy for individuals, families and groups. - Skilled in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. Provides or assists with staff training and development in these specialized interventions and treatment modalities. - Establishes and maintains effective therapeutic relationships with veterans and their families. Independently works with patients and families who are experiencing a variety of psychiatric, medical and social problems utilizing individual, group and family counseling and therapy skills. - Maintains a working knowledge of veterans' benefits and services relating to special programs, service connected compensation, non-service connected pension. Facilitates referrals based upon veterans needs and eligibility. - Develops and implements methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Works with both the Program Director, multidisciplinary team members, and their SW staff to operationalizes these system changes. - Trains and consults with colleagues and students on the psychosocial issues involved in therapeutic process, rendering professional opinions based on experience and expertise, and will role model effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. - Supervisory duties include clinical supervision, consultation, negotiation with other departments and quality improvement. Skilled in interpersonal relationships in dealing with employees, team leaders, and managers. Communicates effectively, both orally and in writing with people from varied backgrounds. - Independently organizes work, set priorities, and meet multiple deadlines. Conducts the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are communicated through the formal employee performance management system. - Observe workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained, and fully comply with the provisions of the safety regulations. - Supervises employees to accomplish the work of the organizational unit. Exercises supervisory authorities. With the Program Manager, assigns responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
